Route tech gets more separation on all routes, but does not help with catching.
Route tech is very helpful if you like to throw it deep but if your more of a short pass gut SIE is a great option it depends on how you play
RT gets separation on the last cut of any route
SIE helps you catch slants and drags.
It's preference really.

I have never had short in not activate for me. Route tech would randomly not activate early in year, but i haven’t used it since like early October

it was fixed a couple patch's ago. I like it on certain receivers for the deep posts and corners.
I believe the current meta at the moment is basically, for a total of 1AP, you should be able to get the following:
- Short In Elite
- Short Out Elite
Although i've started testing out having both on certain receivers, which might be overkill or a waste of ability points. Tyreek doesn't get Route Tech, but still seems to get decent separation against man coverage, although i only have a single day of gameplay with him. YMMV, but as folks have already pointed out, at a certain point it's personal preference, or what matches your specific scheme best.
