Which sets to complete?

I am new to madden ultimate team and still trying to find 99's while playing for free. Which sets should I try to complete by purchasing card from in auction? Thanks!

Do your solo challenges in ultimate legends take only tokens and use the tokens to get 99s. Also the new combine 97 plus packs you can earn you have a good shot at a 99.
