how does the binder sync work i'm not sure how it does

when i read it i did not clearly understand how it works.Could someone give me a better explanation on how it works with the chrome extension.

i play on ps4

I'm getting a 404 error when attempting to refresh my binder. I tried signing out of EA and signing back in, like the troubleshooting steps said to. No dice. I'm not on Discord, so is there anything else I can/should try?
