99 OVR team needs 99 OVR Kicker?

Just curious, do you need a 99 kicker to have a 99 ovr team? i am a DT and i believe a K to be fully 99, is the kicker needed for it or nah?

You do need a 99 kicker for this, the only one around at the moment is YuongHoe Koo from the AANHPI solo's, unfortunately  you need to use your one and only upgrade token from the solo's to have him as a 99.

is it still obtainable? was too lazy to do it back then
