Going forward, probably not.
Free cards might get chems for the newest programs like sugar rush or Easter.

Correct, this was an intentional choice -- they're trying to somewhat "nerf" the Superbowl theme team, it's fairly obvious EA did too good of a job by giving us truly premier content for a change... now they've screwed themselves for the rest of the year, strong chance i'm still running Superbowl theme team well into April and May. Hard to compete with max 99 SPD players that get multiple discounted (or free) abilities.
I cannot seem to find an actual link or source, but this change was announced after the "Triplets" Cowgrrls trio were dropped, so first week of AKA Crews without any Superbowl team chems was the Patriots tight ends. It's unfortunate, but everything else should remain as is.
