Are 97 Ovr Legends the same as powering it up?

Wondering if I just buy the 97 Matthews, or get his power up card which needs the 96ovr at the end. Is there a difference in ratings?

Nope. 97 LTD = 97 Power Up for the Legends Program. The LTD can change team chems and equip secondary positions like a fully upgraded Power Up too.
