Are House Rules Rewards Glitched?

Been playing enough of this weeks house rules to get to Level 5, which is supposed to dish out 1 of the BND88 OVRs. The pack didn't come in when I reached the level. 

Anyone else experiencing this? Do I have to get to Level 6? 

Also, not the first time I haven't received rewards. Still awaiting my 87ovr Campus player from the solos.....wtf EA
