Are the TOTW tokens just for that 90+ fantasy pack? Or for TOTY player?

Kinda confused, I see people talking about the 90+ set but I thought the tokens were for TOTY

The TOTY tokens are for a TOTY player, the pack is just from hitting a certain amount of stars in the solos.
