With everyone being at or near max stats, the theme team boosts are significantly less impactful than in the past months. For me, personally, I'm boosting my main theme team (49ers) but continuously remove more and more of them in favor of superior cards / players, many of which are now getting multiple baked on X-factors as passive abilities.
Beyond that, I'm choosing one or two of my "key" players (however you define this is entirely up to you) but I'm focusing my theme team boosts on them, using a second / split theme teams. For example, in the past I was running 5/5 Texans (in addition to 40/50 boosted 49ers TT) in order to max Evan Engram, Ben Skowronek & Mario Williams, but I have since swapped to the Colts to boost Mackey to max 99 SPD and help increase Klecko, as he's only 90 SPD.
YMMV, but that's how I'm approaching this. Doesn't really answer your question, but this late in the year, go nuts. Choose whatever is most fun for you. You can really drill down and focus on making a couple/few of your favorite players or cards truly elite.
EDIT: You didn't ask, but tried to update my roster so we could compare notes. This is what I'm currently running and feels arguably close to best available. Obviously certain roster choices will be specific to play style and preferred scheme, but this is versatile enough to do nearly anything.

majority of the teams have about the same card stack as your roster
I’m running a broncos but some players are the 32 team chem rookie premieres in the spots of my lacking Bronco players I only cant really fit a majority of the redzone players maybe next release I get a bronco but overall my bronco theme team is pretty solid still against these 0AP & Built in X-factor players
Like Peatrick said at this point it's more about adding these cards with 8 abilities and baked on xfactors. I've been slowly removing TTAS chem and adding in the new cards as they drop. Still have 50/50 Denver and full Denver TTAS Balanaced.
If still you want the best theme team and don't care about the ability stuff then TTAS is the best chem to build your team around. Fully loaded balanced, run, and pass

Already have all 3 theme team chems boosted for bronco’s i’m still maxed out in all categories I was just asking pure theme team wise what team has the best players now with all the end game programs being done like back then having the Raiders was the best cause of all the Bo Jackson‘s & players
wonder if it changed or stayed the same as the Raiders still being the best Theme Team

Pats TT is probably stacked
It may not be the absolute best but I got my lineup up to 50/50 Patriots with all of the TTAS and the blur bros boosting CB so I can use all of the free Gronk’s with the countless free abilities. I’m not running it as a pure TT, still using mostly the best players/abilities as needed. So far it’s been super fun and I’ve had no issues keeping up in most H2H games.
I don't have enough games yet to think it's my best, but I've moved on from my Seagles team and put together a team yet nameless. I had no trouble naming hybrid teams like Las V4n9eles (49ers, Raiders, Rams) or Se49les (Eagles, 49ers, Seahawks), but what do you call a team made up various 5/5 motivators for each of the Commanders, Raiders, Seahawks, Steelers, and Titans? I'll figure that out later.
Anyway, it's these five teams on an LOB backbone. I spent about 3 million in coins today to build it, and it's built to give an edge to the various starters, made up mostly of items from Ultimate Legends, Division Dynasty 99's, Golden Tickets, Fan Appreciation, Redzone Royale, Rookie Premiere, and a few of the good-enough Theme Team All-Stars. I've also managed to fit in enough Combine Motivators for a full boost of speed to the offensive line. (The most irritating thing about the team is that Tress Way costs me my team-level 99 OVR.) I hadn't realized how good the DD99's are when it comes to abilities, and I'm only now finally going to open my Legendary Strategy Iteam packs from seasons four, five, and six.
I've chosen abilities and X-factors (Relentless on Sapp, Blitz on Kearse, and Momentum Shift on Hutchinson) with a commitment to stop the run and force quick passes. We'll see how this goes in the final weeks.
I've been running a Ravens/Patriots 25/25 hybrid with 5/5 TTAS chems as well. The sole purpose is to boost the speed of Boldin UL and Brady Tribute. Gronk kinda made the Pats TT irrelevant this week, but assuming he comes back to earth on Thurs I'll rock Brady once again.
