Can someone explain please

Heeeeeeeath Vanguard Crews 

I have Vanguard on him as my TE 3 so he never really plays but how do I know when his Vanguard will be reactivated

Charge Up: Offensive downs played 3 (sim) and 5 (comp)

Does this mean after it turns off. It comes back in 8 plays ? I don't fully understand comp or sim - thanks in advance !

This means it automatically turns back on after it has been off for 3 plays if you are playing solos/challenged or 5 plays if you are playing online H2H.

Another quick question is Dashing Dead Eye and Run and Gun X factor the same thing. The both say perfect accuracy while throwing on the run but one is a X factor the other is a ability

An additional detail here: To increment a play toward enabling the X-factor, the player must be on the field. If you sub a player in and out, the plays out don't count against the ability, and the plays out won't get you closer to turning it back on.
