Can you pull the LTD aka in the set even if they are out of packs?

Like for example amon ra st brown. If I do the set do I still have a chance to pull him even tho he’s out of packs?

I'm pretty sure u can still pull him or it wouldn't state that u still had a chance in the set requirement or EA would have to do alot of make rights lol
