No it doesn't. It only boosts those mission mut players. The tier 6 boosts only the players with the crew chems

The Mission Mut strategy item says boosts all Mission Mut players, not all players. And the Tier 6 chems only boost players with those crew chems.

Yeah, but the boosts you get for the non crew members are very minimal. Not worth it.
