What's the flag in games that flies above the US flag? Has a picture of a Buffalo on it. Is it a game in a foreign country because if not then the US flag should be hoisted the highest

If you're referring to the flag I think you are, it's the flag of California in the 49ers Stadium

The 1913 Rise of the Buffalo flag to symbolize the plains of the United States. It’s the only flag that can be flown above the American flag via ordinance 83(B)
