Getting to 99 OVR?

It’s always my goal to hit 99 every year. I’m hoping I’ll be able to hit it soon as I’m at a 98. What tips do I need to know to get to 99? Do I need a specific P/K combo to get there? Am I ok using a TE at FB? Are there budget ways to hit 99 through cheap chems?
