96 Adrian Amos or 96 Divine Deablo are probably your best bets. You can get either one for roughly 70k, and they’re both pretty cheap to Power Up

Divine Deablo or Kyle Dugger. You can power up Dugger to 97 and he gets 97 speed because of his combine boosts. Can’t go wrong with either but Dugger only requires his 86 Combine card (less than 10k) +training to power him up to 97.

Super budget 94 Jack Tatum he has low key GREAT stats and I think he hits most of the thresholds

This is the right answer. If you have Kam upgraded and need another, the answer is save your coin until you can afford 150-250k. Then, decide who you want and be a little patient to get a good deal. Every coin saved goes toward your next upgrade.
