Most of the time, you'll see god squads. EA isn't smart enough to program the matchmaking

Matchmaking doesn't factor in team OVR. Back when it did, you saw the same issues you're seeing in the special Waller mode. Everyone would put a punter at QB to tank their OVR, then sub in the QB after kickoff.
