If you've finished Season 3, the first Gronk card you get can be upgraded with every other Gronk card in the pass, 98 included. That will take it to a 98 obviously, then if you have a theme team going just give him those chems and should take him to 99.

You get the 82, upgrade with tokens to a 94, and then at Level 51 you get the 98. Then you add the 98 to the 94 and you get a 98 with better stats.

Getting Gronk from 98 to a blue 99 seems to be what OP is getting at.

Personally on my non TT, having the Motivator GG2 Dak on my team as backup QB did the trick, as he motivates all WRs and TEs, with Gronk getting that all important +1 as a result. (This also works with the welcome pack 89 Dak if you still have it and used your token to turn it into the Motivator version.) 

Other than that, I'm thinking along the lines of your chosen team chemistry (at least Tier 8?), or the use of an appropriate Legendary Strategy card.

He also is a gold 99 if you play him at WR.

WOW  I put cheifs and eagles. in the team chem spots because I have 5 on eacg team ,and I already had Dack at back up.
