Is universal coverage better than shutdown?

My corners have shutdown and when it’s active during house rules it doesnt feel like their coverage is any better. Is universal coverage the way to go?

Edit:

After switching to universal coverage my corners are playing way better, it’s definitely the better ability of the two

Idk how much it helps but I always use that on my cb1 and safeties
