I disagree. The root issue was that due to their incompetence (rerolls giving out LTDs every time for example), the market was absolutely flooded with coins. This I'm sure causes way less store activity. To stem the bleeding they cut off most black market coin selling.

Okay but literally no one but people who use farm accounts used the trade block. Eg cheating

The "cheating" wasn't a big deal in their eyes until their repeated blunders absolutely flooded the market with coins. I was on when Talib and Pouncey came out of every roll. Got up to almost 30 mil. The Christmas blunder was much the same. Their blunders were the underlying cause of the Trade Block removal. That's why the trade block was there for years. People bought coins for years via the trade block.
