So I already have Jared Cook powered up for my Saints TT, but I don’t see any more tiers that I can upgrade past his X-Factor Tier. Is this EA’s fault or is there something I’m missing?

that because you're upgrading the Veterans card. you have to get the purple Power Up card and upgrade that one ;)
in the PU card you need to use both the Veterans and Playoff cards for some steps until the 95OVR top, or the Power Up Pass tokens you can get when leveling up.
