It was fully upgraded last time I checked. I believe they added new upgrade slots to old strategy cards

Yup several of these are i also Made a thread on them today so others will know.Looks like it the Orange ones mainly.Checked a few of the spd cards and they don't seem to however sadly.Nice to have none the lest though.Some of these can got to Tier 10 now.
