Locked abilities on Bruce Smith? (and others?)

Anyone know why it says Bruce Smith needs 90 BSH to get inside stuff for 2 AP and I just bought the strat card for run stopping with +2 BSH and I still  cant give him inside stuff? It says that he has 90 BSH in his attributes now with the strat card equiped...

has to be base card numbers. Same as last year
