There's no set for these anywhere. The 85s still have their own individual set but unless you spend tokens, there's no way to get the 86s out of a set.

Just sort by akas . It's towards the bottom. Aka fantasy hero or something like that.

I was looking for a way to make Larry Allen and couldn't find it. If anyone else knows what happened to the 86 OVR Legend sets, let me know.

I read the op wrong. Hopefully they add fantasy packs for each overall legend.
Although them removing stuff doesn't surprise me, it makes no sense.
