Is Outside Shade as useless as the Mut.gg ability ratings make it sound? I just picked up Sherman and it's one of his zero AP choices. I assume PA or Acro would be a better pick in his zero AP bucket? TIA for answers.

It's not useless. The main reason it's not recommended is it's not very good against the formations that are considered meta. If you find your opponents run a lot of routes from outside the numbers it would actually be well worth it. It's just that doesn't happen much in the meta gun tight formations.
But yes it is probably better to use PA or Acro as your free ability.
