I'm not sure what you mean. If you are referring to in the game, there is an exchange set under team items that will let you select the Bills playbook for 5 gold cards.

In addition to the above, you can get team specific playbooks in the Marketplace paid for with training.
And of course, there's always the Auction House. Search for an auction for the Bills playbook you're after, and you just might get lucky with the price.
