so i have upgraded my strat card fully w training and it says theres another tier and one more tier i get to get an extra rating boost. my question is how do i upgrade to that extra tier when i have already upgraded it through training

With the latest strat card release/upgrade (season 3) EA made it so that Tier 6 is unattainable. Maybe it will unlock if they update things at Season 4. At this time nobody seems to know for sure.

I think you might be able to unlock in if you get another of that strat card with one different trait upgrade and have both equipped, but that is just a guess.
