Infinite flux has to be among the worst. It's great example of promo that's bad because the cards themselves weren't very good even at release.
I'm also going to mention super bowl for worst. Don't get me wrong the cards themselves were very good at the time. But I hate the scummy move of locking additional xfactor tokens behind a pay wall. ROH did the same thing so I'm tempted to include that in the worst category as well.
Campus heroes also makes the worst list for me. Another promo that had good cards. But I don't like the idea of promo theme teams existing so I'm going to include it as stand in for any promo with a TT.
I'm going to say draft for the worst list since we didn't get the fun mock draft element we've had in previous years.
Also going to include zero chill in worst list for limiting presents.
For best I'd say promos like super bowl, combine, and zero chill which all featured a lot of great cards for their their time. I know I included some of these in the worst list. But if I separate the content we got from EA's business decisions it's hard to deny these promos had excellent cards.

Best: Superbowl, TTAS, AKA Crews, Combine and Zero Chill. ROH gets honorable mention
Worst: Reel Deals, Crucible , Redzone Royale , Genki Force and Campus Heroes. Infinite Flux get unhonorable mention. Christmas presents were terrible too, though not a program.
The RedZone and rookie premier was a disappointment. The token set is worth doing but the other two aren't. Being a NMS team there's no way I can get so much coins. I liked the free Puka Nacua card! But there's just so many good receivers already.
My favorite promo is fan appreciation. This is a promo where ea listened to what we wanted.

People really dogged Genki Force, but that delivered an offbeat and fun challenge mode, the best House Rules of the year, and cards that hung around for months. The only really credible reason for hating GF was hating anime, and to each his own in that regard. My selections centered on minimally developed, minimally impactful programs that were as synonymous with "filler" as you could get.

1. Team Builders, for going three rounds and never delivering a single good card
Super Bowl Present was easy for me to like as a 49ers fan, but it's hard to consider it a good all-around promo when it delivered nothing for the many non-Chiefs, non-49ers fans out there. The glitched Super Bowl H2H event that awarded possession to the same team in both halves was awful. Weeks went by without a correction, leaving me to abandon it entirely. Team Diamonds delivered me many, many coins over the months, and helped me develop my auction house skills, but the lack of a follow-up set and the frustration involved in building sets involving very random cards are the reason I must omit it from the list.
5. Harvest was fun between the challenges and the prediction sets, and there were some good cards
4. Genki Force, because Shadow Aidan Hutchinson is good, while Division Dynasty Aidan Hutchinson is evil
3. AKA Crews delivered good cards and solid motivators, though the latter was a double-edged sword for those that waited a long time to afford Bam Bam Kam
2. NFL Combine, because while Bo everywhere was a headache, the motivators from that program continue to be in use on a lot of lineups today
1. Theme Team All-Stars delivered a frustrating experience in a House Rules mode that played way too long, but it's contribution to lineups was profound, even despite some gaps

I would argue that the need to essentially have 2 of any Genki Force card to unlock all of their ability buckets is a legitimate reason to dislike genki force.
But yeah I agree genki force gets a lot of undeserved shit simply for being the anime promo.

It was expensive to build any cards after the first champion (because there were tokens that helped with the first one), but at least there was a horrible LTD that you could buy at the time that satisfied the requirements for the third upgrade. And although expensive, those upgraded 96's were easily on par with many of the early 99's. Apart from a few of the Light-It-Up-Token-upgraded Super Bowl champions, you'd be hard-pressed to find champions from any program or promo that aged better.
