Pretty much. 

Figure out what team you want then your budget, because if you get too deep too fast youll run out of coins.

The easiest way is to narrow down what team you want then price out the cards you need. 

An example is the Cowboys. They're really lean at middle linebacker so you'll pay above normal price to fill them. 

Once you decide on a team set aside some money for filler players. All offensive line backups, backup QB, third string RB, third string tight end, 4th string defensive tackle, 5th string wide receiver and cornerback, 3rd and 4th string middle line back (for most teams), kicker and punter. Those alone are 15 players that will help you with your TT.
