TLDR: high IBL means a defender is more likely to avoid getting engaged with a blocker in the first place. (An offensive player with high IBL is more likely to pancake a defender which pretty much removes them from the play, or at least gets them engaged in a block which slows down their pursuit of the ball carrier).
If I recall/understand it correctly, when an offensive and defensive player come together on a play, the first "calculation" is who has the better IBL. If a player wins this calculation, it never even gets to a point where the 2 players are engaged in a block (which would then involve additional stats like block shed, finesse move, power move). For an offensive player with high IBL, this results in a pancake block that completely takes the defender out of the play, or engages them in a block which slows down their pursuit of the ball carrier. Defensively, winning this calculation means the player moves right past the potential blocker as if they are unblocked. The players never engage where the defender would then need to use a bull rush, swim move, etc. to disengage from the block.
