What’s better One Step Ahead or Inside Shade

Both are elite in the description on here but ones step ahead used to cost 3 AP so MUTGG has it in the gold tier. Anybody used both or could tell a difference ?

OSA is better than inside shade since osa is practically the same as your player having inside shade and outside shade at the same time.  I wouldn't pay 3 ap for it though especially with the 6 ap limit.
