What’s the difference between ability buckets?

There is Pick artist for 200 training and then pick artist in bucket 3 for 650 training what is the difference besides training cost??

There's no difference in the effectivenes of the ability. In general, you should choose the bucket that has cheapest price for the ability you want. 

The only gameplay reason that I can think of right now for not choosing the cheapest bucket is if you want to run multiple abilities on one player. Since certain abilities are only in certain buckets, you may have to pay the more expensive price if you want a particular stack of abilities.

Another reason to choose a more expensive bucket for that ability would be if it has an ap discount in a certain bucket. There aren't any of those in the game currently. Just something to keep in mind for the future.
