Ah. In that case, probably legends as they are guaranteed cards every week. 

However, if you're not wanting to do that as it's almost too easy to build a legends team, I'd probably say Eagles or Cowboys as they both consistently get new cards on a pretty regular basis and they all have decent options at skill positions.
