Gametime Shuffle Roster

I am trying to put together a roster to do the Gametime shuffle but it won't unlock.

I have all 79's on OL and DL except for the GT players that I have in the roster(all the 80s, 2 84s, Bowers, and Wiggins) and my team is 80 overall. It should unlock. 

Help.

If I’m not mistaken you can have a max of 7 uncommon players (71-79 ovr)
