Harvest Aaron Rodgers with HRM/Fearless and SFL.... if you wanna scramble a bit more Harvest RG3 with Fearless or SFL is a great option

Another option is GOM Drew Bledsoe for around 475k.... HRM + Fearless for 2 total AP

You can probably get Brady right around 400k if you're patient, otherwise Rodgers.

Tua Tagovailoa!!!!!! 100k cheaper then that Brady and I had both, Tua plays WAY better! Homie is +4 faster, MUCH better at deep throws with better release for em. Plus he gets the top abilities!

The best non Elway quarterback that is just almost within your budget mentioned is definitely  Drew...

I've wasted so much in game currency trying every single quarterback out and he definitely plays the best and has the best holy trio of abilities for the cheapest AP

HRM+ SFL +FL =6 

I don't think I'll ever go back to Elway now
