Am I misunderstanding route tech?

So Ive noticed many players who will stack route tech and short in elite but it doesn’t make sense to me. I thought route tech gives you quicker cuts on the last cut of any route. So if you’re running a simple slant route wont route tech give you the exact same quick cut as short in elite? Even if short in elite is 0 AP on some players they won’t be getting some advantage by having both abilities Right?

I believe they don't stack, but I have had issues with route tech consistently working this year. If a player gets a 0 AP ability like SIE or SOE and it doesn't share the same slot as another ability as I want, then I'll always add the 0 AP ability. That could be why you see some people stack route tech with another route running ability.
