Do you get the choice of any TOTW master in the final TOTW set ? For example I could get Kittle for completing every TOTW challenges?

No it isn't. It's a fantasy choice of selected POTWs from the regular season. It clearly states this in the Milestones

TOTY is a completely different deal.

Op's talking about a 'set', and the set grants you a TOTY player.
