He's always a sick card but hasnt had one in a few years now i think. Giants TT needs him bad lol

Can’t remember the year, maybe ‘17 or ‘18 he had a card that was maybe my fav CB ever on this game.

The players they have rights to are subject to change every single year.  Some players (like TO) have publicly complained about how little they get paid.  Others, like Jerry Rice, Ronnie Lott, Moss, Deion etc seem to be in it every year. I personally think TO is being pennywise and pound foolish, and that being in the game helps make younger fans aware of your greatness. But it is ultimately up to each player or company that is in charge of their rights.
