This is my first year on MUT and I'm a little confused, I go against people who use the 93 harvest Taylor at edge but how do I do that? https://www.mut.gg/23/lineup-builder/6c567d05-fdf9-435e-9b90-d37cc738ca7a/ there's my team, I use the saints offense and the 46 alt defense

Put him at Rush RE in specialists and also use a defense that has OLBs as DEs and DEs play on the insides, like Rams, Falcons, Etc

You could also just put him at RE manually

I have one question tho, when i manually put him at re he goes down in ovr does he still play the same if I used the rams playbook?

The playbook doesn't have an impact on a player's overall. There used to be deducts to awareness and play rec when a player is manually set OOP, but I believe those were removed. You should be fine putting him at RE, but you can also put him at the rush RE slot in your specialist tab just to be safe.
