23 is good. Theres been a few misses like Legends but other than that, most of the program ones have been super awesome.

The art on AKA has to be my favorite from either M22 or M23.

Ya I hate they grayed out legends and legends in general but aka is so heat and the zero chill 95s and ltds are pretty cool.

For the most part, I think the card art has improved each year since I started playing MUT seriously in M18. I don't like the borders this year since it covers too much of the card, but the actual artwork is awesome.

Really the only area of the game that is really good.  AKAs of course are fire.  I did love the MF and ZC LTDs that had the moving card art.  I will say Ghost card art was pretty bad.  Legend art not terrbile but some of the pictures of the players they used were terrible.
