best offensive playbooks for a running qb and like options? Or formations? Plays?

Agreed with the other 2 responses. Ravens is probably your best bet. Lots of option plays from different formations.

The NFC pb is also good. There's a play out there and I don't know what playbook it's in but you can take off with the QB real fast right after hiking it,it may have been a read option play or something like that but I had an opponent use it against me and it was a pain.

I believe your talking about the play QB Blast, out of the formation Gun Empty Quads (also out of the Ravens PB)
