Almost everyone at 98/99. Once you hit 95/96 its not going to matter that much
Stock 98-99 will probably be the first 97 overall QB we get or the Super Bowl MVP if it's a QB. However, you can boost several QBs to 98-99 right now with strategy items. Almost every QB released recently has 95-96 throw power stock.
