I have the 96 Truzz card and I'm using a modifier that gets his throw under pressure to 95 which is required for fearless. It's still unable to be added.
I only have him powered up using his 88, I haven't used his 93 yet. Does that change anything?

The abilities only correlate to their base stats. Boosts from strat items wont affect abilities
Took almost 2 years off from Madden so things might have changed. But through 20 (at least), you could not get abilities that required thresholds by using chemistries (boosts).
You need the 93 ovr for his 2nd special slot.

^This. The only way to get Fearless on 96 Lamar is by adding his 93 to fully upgrade him, which unlocks his 2nd custom ability bucket where Fearless is 1 AP.
