I can see everything except the Joe Flacco card,and if they don´t make the Franco I will be pissed,but why didn´t they just make a 99 OVR Tribute Card for Franco,I mean tribute cards are for retirees and for famous football legends who died,or at least it should be,right?

Unfortunately the reasoning behind Franco not getting a tribute card yet is because his death may have affected EA's access to his rights, barring them from putting his likeness in the game. In addition, it would likely be considered insensitive to ask his family for permission to put him in the game.
I would absolutely love to see Franco Harris in the game, but it's probably not going to happen. One can only hope though
