Short in or short out + route tech?

Which ability combo is best for wr’s? I’ve tried both and can’t really decide. only a handful can get either combo but it seems short out plus route tech is more rare for 1 ap total.

Ngl,I like Route Tech and Short in more. Route Tech  doesn’t have the same problem at the beginning of the year for me where it doesn’t go off, and if I’m not wrong Short Out beats press coverage, so on Posts, Salnts, etc, it can be absolutely broken. That would be my preferred combo.
