Team Diamonds only boost the team they represent in the program with their motivator chems. Since DeAngelo Hall represents the Falcons in that program, he will only boosts Falcons players.

If  left tackle Armstead gets put at right tackle does he still get motivator Chems? Also Same with center Jensen.... If he is at guard or tackle do the motivator chems still work? ?

It will work as long as they get the secondary position. Taking a player out of position takes away any chems they provide.

Yes they do! 

I have 96 Keith Byars with the  +1 Trucking boost.  So, when I made 96 Gronk both Legend and Eagles team chems, he got to 99 trucking on his stats.  =W

Sadly I cannot confirm as I have not tried this out with any Mentor or Dynamic Duo cards or their recycled versions.
