Because the developers wanted to use the same 95 BND pack offered in the set as a choice instead of creating an entirely new pack with Porter added.  It also might be confusing to see him in that 95 BND pack but not the one available through sets. Choosing Porter as the Challenges reward is the only way to get him so giving us this choice makes that more clear.
