I see people missing the Honorable Mentions countered the "duplicates"   i think they did it so people vote for who they wanted and still ensuring a full set of upgrades happened (we got like 9 more TOTY than normal to counter these with 96+ cards already)

I think it was a good move to prevent a more frustration from the player base than they already hear about normal content release player choices.
