Yes, according the WizzLe's writeup on TOTY he gets all NFC team chemistry.

  • 98 Jalen Hurts | QB | All NFC Team Chems
    • Custom 1: Gunslinger (0 AP), Pass Lead Elite (2 AP), Evasive (1 AP), Dashing Deadeye (1 AP)
    • Custom 2: Fearless (1 AP), Set Feet Lead (2 AP), Hot Route Master (3 AP)

He was a Team Affinity NFC Conference Champion.  There are other players in Team Affinity that get all NFC or AFC chemistry and you can find them by using  the search
