If you don't mind using a Lefty, then Stabler 100%
If a lefty is an issue for you, then Herbert.

if you want  a cheaper ability setup herbert if you don't  mind the ap and like lefties stabler

3 AP ability setup for both (Stabler has SFL instead of PLE).

hmmmmm...then it's preference  like spartan said  but herbert gives you more variety if you wanna try a different scheme
