Can someone tell me why LTDs are always so much less than the other cards when a new set of cards come out

For example, the free agency 98's just came out and the LTDs are 500k while the regular cards are 1mil

Two reasons that I can figure:

1. The regular 98s are part of the set that you can get Reggie plus 2 98 BNDS from, and LTDs can't go into that set. So the demand is much higher for the regular ones.

2. LTDs come out of the TVPs semi-often, and ppl love them some TVPs smh.
